Host-only prerequisite for typed external maintenance, no writable endpoint or admin credential. CAS version/id/payload receipts prevent accidental retries and pending overwrite; sanitized execution states and explicit cancellation distinguish acceptance from effects. First owner binding preserves admitted intent, replacement supersedes it. Pause/stop/shutdown retain intent; documented separate cancellation. No new scheduling wake or exactly-once claim. Normal npm test689/689/typecheck/build PASS. Tests include held prompt admission/cancel, sequential compactions/replay, write boundary failure, unavailable storage, malformed receipt, first binding/replacement/failure status. Review STATUS ONLY existing budget3/blockers0; no fresh automated review claimed. Parent attach integration remains open.
