Fix

  • Explicit continue/timed-wait plans no longer suppress independent assessment. Preserve the actual scheduled plan/timer rather than overwriting it.
  • Persist bounded recent user/assistant evidence and retained task summaries, supply to post-turn/startup assessment. Plugin strategy pinned immutably to 5a1d8a5 (plugins PR17).
  • Pending child executions do not suppress startup assessment; task-scoped dependencies block only associated execution. Unknown legacy dependency IDs remain conservative.
  • Independently assess other retained active mandates missing next steps between turns; each retains its own original authorization. No inferred authorization or resurrection of terminal tasks.

Verification

Normal npm test 656/656, npm run typecheck and npm run build PASS using immutable materialization. Regression proves child timer stays intact while independently authorized parent work runs despite unrelated running dependency; restart retains recent operator correction. Existing stop/pause/expiry/save-failure/result hook suites pass.

Review status only per operator: existing budget3/blockers0; no new round/reset. No fresh automated review claimed. Source merge is not deployment. Parent architecture mandate remains ongoing.
