fix: restart gateway gracefully through reload alias

Make /reload an alias of the existing admin-only graceful /restart command as requested. Preserve notice ordering, authorization, drain/persistence, history and resource-specific reload commands; remove obsolete unsupported fallback. Two-file change. RED 4 failures -> GREEN36/36 commands tests; connected162/162. Exact candidate Linux typecheck, build and default full test suite pass (SHA stamped log). Independent acceptance pending. Mac full-suite failures retained separately, not waived as green.
