Existing GitOps-native spoke-lifecycle scale: worker replicas 1 to 2 in Cluster and matching GovStackSpoke only. No incumbent replacement, disk/replica/reserve weakening, data deletion or Normal change. Two fresh task-owned 10Gi PostgreSQL Longhorn volumes are faulted with ReplicaSchedulingFailure: insufficient storage; deployed minimal-available25%, overprovision100%. Existing 30Gi worker template reused. Lifecycle offline test exits0; parsed 8 documents prove only the two matching replica fields change. This is operator capacity delivery, not technical leader review or business acceptance.
