Cloud for public services: choices, control and practical fit

This repository contains the approved Chapter 1 review candidate. It begins with the practical public-sector question of where and how services and Digital Public Infrastructure building blocks should be hosted and operated. Cloud is assessed as one option alongside existing environments, managed hosting, rented infrastructure, platforms and SaaS.

The Markdown source is the review copy. Release assets are generated after the control pass. The selected visual assets are listed in graphics/README.md.
