Changes

Enable automatic handover by default.
Run handover before queued input reaches the working model; seed replacement first and retain original prompt.
Keep automatic compaction after completed turns.
Estimate incoming input budget; no claim of semantic task classification.
Explicit milestone requests bypass automatic cooldown; handover requests wait for next input.

Verification

297 tests passed; typecheck/build passed. After inline-notice fix, 48 targeted tests plus typecheck/build passed. Review fingerprint 899120ea86747a9a5a0c1fac69c39f5d71112b2b84311958b1cec6f5198f57c0, no P0/P1. Confirmed existing P2: gateway replacement must drain independent outbox deliveries, tracked for next plugin lifecycle fix.

Activation

Local persistent policy enabled; running process does not reload settings file. Merge/build alone do not activate deployment. GitOps rollout and live lifecycle verification outstanding.
