fix: require applied receipts before continuation work and replay persisted input #177

Scope

One consolidated continuation-receipt slice on main 4953b1f5c2 (includes #175). Require an applied context-preparation receipt before continuation work, retain host preparation identity across restart, and replay the persisted preparation input. Exactly five files; no unrelated WAIT/cleanup changes.

Evidence

Exact tree: 9670d2e09f.
Implementation: 58 focused tests, typecheck; independent exact-tree review additionally verified 14 context tests, one real-Harness replay test and two extra probes. These are retained prior-run results, not a newly run full suite or CI claim.
Normal owner ReviewService on the original worktree and real home: passed, no P0/P1; 1/3 rounds, no history or budget grant/reset. Fingerprint 2f145f27f98255a29f836a36a2265b15bc055bb6135ca453f2a227eafc5faa55. Commit/push/publish assertions pass both before and after commit with the same fingerprint.

Limits

Nonblocking P2: task-only recovery may reconstruct different resume text under the original identity and conservatively fail with a digest conflict. Proven replay covers original persisted input after the applied receipt is durable, not universal crash exactly-once between a runtime effect and saving its receipt. The replay regression injects the persistence-boundary interruption, not OS process death. Independent P2/P3 follow-ups remain optional and are not silently folded into this PR.

Leave OPEN for normal review and required CI. No merge, build, CI polling/rerun, rollout, restart or deployment performed or authorized by this delivery.
