Adds TCP 9443 only to existing scoped inter-Spoke service exceptions. Existing source declaration, CIDR, ownership and administrative restrictions unchanged.

Candidate 4e54e3706b. Four focused local tests passed. Independent static source-only review APPROVED; no independent test or live acceptance claimed. Actual deployment rule and OpenTofu plan remain separate.
