Align the public GIGA Cloud Agent Plugin with the approved Chapter 1 practical decision framework.

Required changes

  • cloud-delivery-model-advisor: compare owned/colocated infrastructure, managed hosting, rented infrastructure, managed platform/service, SaaS and cloud arrangements using the chapter’s shared criteria; return conditions, trade-offs, local questions and unresolved evidence, not a winner.
  • workload-cloud-fit-assessment: profile the service and uncertainty, then hand off to jurisdiction, operating capacity, connectivity, procurement, contracts and exit rather than implying model selection.
  • cloud-interoperability-explainer: add portability, dependency, data/identity, operational and contractual/exit boundaries.
  • cloud-decision-gap-discovery: prioritise gaps by decision impact, validation method, owner and timing.
  • Add cloud-decision-matrix-steward: maintain one reviewable matrix from shared criteria, evidence, assumptions, trade-offs and gaps; return conditional next steps without making a local decision.

Acceptance criteria

  • Every skill uses shared decision dimensions and terms.
  • Outputs state conditions, mechanism, consequence and caveat for material claims.
  • Outputs surface missing local evidence and never turn generic guidance into country-specific decisions.
  • The plugin remains public-safe and does not include Chapter 1 content or private evidence.
  • python3 scripts/validate_skills.py passes.
